Traditionally in English (British and American), an electricity blackout is also a power cut, which is also a power outage. A blackout often carries the sense of accidental non-supply more than an outage does. 傳(chuán)統上，在英語(英式和美式)中，electricity blackout(斷電)也叫power cut，也是power outage.。與outage相比，blackout通常會帶(dài)點兒意外斷電的感覺 。
Water non-supply is traditionally water suspension (intentional) or a water stoppage (accidental). There’s no particular reason for it — it’s just conventional usage. Of course, no one speaks of a water blackout (because water doesn’t ‘light’ or ‘lit’). 水不供瞭(le)應通常是water suspension(故意的)或water stoppage(意外的)。這並(bìng)沒有什麽特别的原因，隻是習慣用法。當然，沒有人會說water blackout(因爲水不會亮或不亮)。

例 ： While I was making dinner, the electricity suddenly went down, I immediately checked my neighbors to see if their power was out, too, or if only my location was affected.
